    At odds is the decision between House and Senate leadership and the Governor on just how much of the state’s savings account, the Rainy Day Fund, to use verses remaining federal stimulus dollars to plug budget holes for FY 2010, which affects available funds for FY 2011.

    However, somewhat positive news was generated Thursday, when the Oklahoma Tax Commission (OTC) certified revised revenue estimates that showed a slight overall increase in state revenue for this year and next.

    The OTC certification of revenue for FY 2011 will be the deciding factor in determining how much money lawmakers will have available to spend.
    The upswing was reportedly made possible by gross production taxes on oil and natural gas and motor vehicle revenues showing improvement in the latest estimate. However, corporate and individual taxes, as well as the state sales tax continued to come in below earlier estimates.

    In policy news, government modernization continued to be a major theme for House Republicans this week.  On Monday, the Speaker’s office touted approximately $12 million in savings with recently-completed and ongoing contract negotiations made possible by purchasing reforms put in place in recent years.

    On the education front, the Speaker’s office also lauded legislation proposing a performance pay pilot program in six school districts across the state, which passed committee unanimously with bipartisan support today.

    This week in the Senate, Republicans released their healthcare and education agendas for 2010.  Major components included (text pulled directly from Senate press release):

    Health Care

    • Retain and attract quality doctors and other health care providers to all areas of Oklahoma.
    • Continue current commitment to OSU Medical Center.
    • Fight for relief from the Federal government’s micromanagement of Oklahoma’s health plan through waivers and block grants.
    • Uphold our commitment to protecting the sanctity of life.
    • Support goals of Oklahoma’s Health Improvement Plan.

    Education

    • Promote higher graduation rates and lower dropout rates through increased rigor and accountability.  Legislation has been filed that would create a formula for schools to set new graduation targets.
    • Enhance greater enrollment and attainment in post secondary (college and career tech).
    • Expand opportunities for all students through use of online learning.
    • Retain and reward Oklahoma teachers performing at the highest level by implementing a performance pay model for compensation.
    • Advance opportunities for the creation of charter schools.
    • Take steps to ensure the Oklahoma Teacher Retirement System obligations are met.
